Reference Sheet Outlines Public Coverage Options for Uninsured Women

The Texas Collaborative for Healthy Mothers and Babies has developed a reference sheet for frontline health care workers to help low-income, uninsured women in Texas potentially find coverage through one of the state’s public health insurance programs.

The two-page reference sheet explains the eligibility requirements for Medicaid for Pregnant Women, the CHIP-Perinatal program, Healthy Texas Women, and the Family Planning Program, and includes a chart showing what services are covered under each. It’s intended “to help close knowledge gaps, encourage greater utilization of available resources, and increase access to health care,” the collaborative says. The sheet is available in English and Spanish.

HHS publishes timeline for Provider Relief Fund Reporting Requirement

HHS released an overview of future reporting requirements for providers that received payments under the Provider Relief Fund. HHS outlined the timing of future reporting requirements for providers that receive payments that exceed $10,000 in the aggregate from any Provider Relief Fund distribution (i.e., any payment under the $50 billion general distribution; Medicaid distribution; or a targeted distribution). The overview released on July 20 does not indicate whether providers that received $10,000 or less will be subject to any reporting obligations, and does not provide detail as to the form or content of reports. However, the following timeline is provided:

  • August 17, 2020: Detailed instructions will be available by this date
  • October 1, 2020: Reporting system comes available
  • February 15, 2021: Report due
  • July 31, 2021: Second report due for those who expended funds in 2021

MGMA will continue to monitor this issue and update the community as soon as detailed instructions for reporting become available.

Provider Relief Fund (CARES Act)

The Department of Health and Human Services (HHS) will be distributing another $15 billion to eligible providers (Medicaid and CHIP). The deadline for this is July 20th.

Claims for Telephone (Audio-Only) Medical Services

Background: Providers may bill codes 99201-99205 and 99211-99215 for dates of service of March 20, 2020, through April 30, 2020, to receive Medicaid reimbursement for telephone (audio-only) medical services.

Key Details: To help ensure continuity of care during the COVID-19 (coronavirus) response, HHSC is authorizing providers to bill codes 99201-99205 and 99211-99215 for telephone (audio-only) medical (physician delivered) evaluation and management services delivered on March 20, 2020, through April 30, 2020.

Providers should continue to use the 95 modifier to indicate that remote delivery has occurred.

Telephonic evaluation and management services are not to be billed if clinical decision-making dictates a need to see the patient for an in-person or telemedicine (video) office visit within 24 hours or at the next available appointment. In those circumstances, the telephone service shall be considered a part of the subsequent office visit.

If the telephone call follows an office visit performed and reported within the past seven calendar days for the same diagnosis, then the telephone services are considered part of the previous office visit and are not separately billed.
